Chelsea will soon welcome a new affordable homeownership development with the arrival of “The QUINN Condominiums”, a 20-unit income-restricted condominium community located at 150 Williams Street. Situated adjacent to the city’s Admiral Hill neighborhood, the development consists of two newly constructed three-story buildings connected by a shared courtyard and designed to provide modern, energy-efficient housing opportunities for first-time homebuyers.
The development offers convenient access to major transportation routes, located within a quarter mile of both the northbound and southbound ramps to Route 1 and the Tobin Bridge. Residents will also benefit from proximity to MBTA bus routes 111, 112, and 104, making commuting into Boston and surrounding communities accessible and convenient. Construction is expected to be completed by July 1, 2025.
All 20 condominiums within the project have been designated as affordable homeownership units and will be sold through an income-restricted lottery process. Units are available to households earning up to 60%, 80%, and 100% of the Area Median Income (AMI), with pricing and monthly condominium fees determined in accordance with the 2025 HUD Boston-Cambridge-Quincy, MA-NH income guidelines.
Monthly condominium fees will cover master insurance, exterior maintenance, landscaping, snow removal, trash removal, property management services, water, sewer, and reserve contributions.

Applications for the affordable condominium lottery are currently being accepted through May 31, 2026.
For local developer Mike Vienneau, The QUINN Condominiums marks his team’s fourth condominium development in Chelsea. Once completed, Vienneau and his team will have built a total of 104 condominium units in the city, including 36 deed-restricted affordable homeownership units — the highest number developed by any private developer in Chelsea to date.
“None of this would have been possible without the vital support of the City of Chelsea through the Affordable Housing Trust Fund and Community Preservation Fund, along with MassHousing’s Workforce Commonwealth Builder Program,” said Vienneau. “Local and state financial assistance, combined with housing-friendly zoning ordinances, are what make these homeownership opportunities achievable.”
The one-bedroom condominiums feature contemporary finishes, open-concept layouts, and high-quality appliances throughout. Interiors include luxury vinyl plank flooring, modern Shrock Rivali cabinetry, matte black hardware accents, and stainless steel GE appliance packages. Kitchens are designed with clean, modern aesthetics and functional layouts intended for both everyday living and entertaining.
Additional features include ENERGY STAR-certified appliances, LED recessed lighting, and in-unit GE Profile washer and dryer systems. Bathrooms incorporate spa-inspired finishes, including large-format wall tile and mosaic flooring. One unit has also been specifically designed to meet ADA accessibility standards and includes accessible Whirlpool stainless steel appliances and modified layouts for mobility accessibility.
The condominium lottery drawing is expected to take place in mid-June following the review and qualification of all applications.
